Not sure how the upgrade privilege is remotely worth the cost. Pay 250ss to unlock early chapters then had to pay to open them with more ss. Is this how it is supposed to work?

You're essentially paying for the specific privilege of advance chapters only.
So yes, you'll have to unlock em like any standard chapters.
