That probably is the reason.
They're aiming at an English reading market, but with a 2000 year history of being insular they probably believe people who speak English are all really Chinese but with this funny thing called freedom of speech. So everything goes, well everything that doesn't get caught by the ludicruous word-filter on inkstone.
I'm from Sweden, and we're pretty rabid about freedom of speech, but there's stuff in the novels published here that would go under the axe back home as well.
