You can't use them because the items you can exchange your points for are out of stock.
You'll have to wait until these items are available again at the store to redeem the points.

chato_1004. Your suppose to be able to use them in the store . But I have no options to buy anything. I don't understand it at all

Under the name of the item you can redeem points for is the number of items currently available in store. As in: 3 fast passes 0/3000 available. They were last available 11 days ago and nobody knows when store will be restocked. Meanwhile everybody is accumulating points so once store is open again you'll have to be really quick unless they significantly raise number of items on sale. This sucks. Reminds me of my parents stories about trying to buy stuff in Polish stores during communism. Even if you had money, store shelves were empty, save for vinegar and mustard (or oil depending on your location).

Out of stock is just a term...
Just like coins is also the term used for their virtual currency. It doesn't mean those are the real piece of metal, does it?
If you don't like the term out of stock, let's use another one. Let's just say the virtual Items are currently unavailable at the in-app store. Is that better? Potayto-potahto. It just means that the counter for the virtual items they configured in their system has reached "0" again. That's all.
Someone in other thread said that they currently have New Year festival in Shanghai right now, apparently they are lawfully prohibited to work during this long holiday (Jan 24-Feb10). Probably someone has to reset the stock manually? Maybe...
