Most likely the judges deemed the works as not befitting of the gold tier. They have some standards or probably some scoresheet and if you are able to score high enough for the gold tier, you'll be awarded regardless of the power votes.
Don't fully trust my information as it is just my speculation :grin:

If we are talking rumors, ROTGOD was nominated for Gold Tier but the author didn't accept the contract so the novel was disqualified.
