No, they stopped doing it that way. Supposedly, it's a combination of power stones, writing quality, activity on the novel (comments). It used to be that people could win by botting a novel with power stones to the top, but they have since tried to put more effort into judging since complaints were raised about that.
Because of what is mentioned above, it's possible that the 'top voted' novel gets a lower tier contract than others below it. And also, you have to take the contract for you to appear as a winner. I just 'won' WPC 122 and was offered a gold-tier, but I didn't take it, so I won't appear to have won.
kazesenken I asked the editor and they said the power stones don’t play a role at all. It’s all the amount of updates, good story line.
