Just like any other published work, you can earn so long as your work is good and it appeals to the readers. You can have a good novel but not popular simply because it's too niche or not the 'popular' trope.
In Webnovel, the way to earn is when the readers send gifts (a pittance), unlock chapters (better), and buy privilege (best). The US$200 is only guaranteed minimum income for four months when you get contracted and go premium; irrespective of how many readers unlock your chapters and buy the privilege. After that, it is entirely dependent on the readers. Note: there are many pirate sites that will steal your work and eat at your income. If your book can be in the top ten, you can earn quite an amount (or so I've heard). Otherwise, not much. I have been writing for over a year and have two books so far. Let's just say the income isn't in the four figures at all. Sometimes, I do not get anything in one month you're only paid once the income is $200. Yes, that's the reality. Something some Authors do is to write continuously. Have a lot of books at once. Then, the income from all the books can amount to something. Depending on one novel to make it big is for the Elite. You may be an Elite, I do not know.
People have self-published as well, or published via Amazon / Kindle. You may try there though I have never done so. Whether or not it will do well, again, depends on how good your book is and its marketability.
Sites that say you can earn $10,000 a month and so do not tell you one thing: that is, it really depends on how good your book is. How many people 'buy' it etc. Can earn, does not mean you will - but it is possible.
