My book says it does not support power stone
The editors will vet the book. It'll take 4 to 5 working days before your book can receive power stones

No, they need 4K words for the vetting process to start.
15k words is when they can enter the rankings once people start voting on their story.

You need 4K words to start the vetting process.
It only takes a few days, sometimes longer if staff is busy.
If you start a new story on the weekend, it does end up longer cause staff does not work on the weekend.
(Once you reach 15k words, you will enter the rankings once some one starts voting on your story.)
