Hello, i am still new to the novel-writing business and I was wondering what kind of editors does the webnovel have and when do i reach out to them. do I have to publish my chapters first? are there qualifications to do in my novel before I get it edited?

There are two different editors, content editors and copy editors/proofreaders. You first have to differentiate between them.
Content editors are responsible for managing your novels, not editing them. They handle contracts etc
Copy editors, on the other hand, edit and proofread your novel.
