How much time does it require for your book to get noticed? I'm a newbie and finding it hard to understand how webnovel works.

Blooddoctor Webnovel is not going to promote your books unless you are in WPC contest or has contract with them. So that's why, you should swap reviews with other authors so they can check your work out. (Some of them might be genuine or while others are not. But give it a try. If they liked it then they will add it in their collections too)

Blooddoctor Welcome to WN where 90 percent of the stories are under the "mediocre" genre. 
The "view/eye icon" on your story's page does not actually readers are "reading" your story so Self promoting is highly advisable through review swaps and etc.
Usually by taking a contract you get some features to be finally noticed. If you are not serious about this, then just post in scribblehub where you can get visibility quickly. If you ever write in webnovel, dont complain about not having visibility if you dont take a contract
I recommend you start with a Fanfic, it will give you a base of readers and if your novel is good, they will follow you in what you write. I started that way and my original novel isn't doing bad, 2.4k saves and people support it, I even started a Patreon to start earning some extra money.
