If you're using your phone then use IbisPaint X, Medibang Paint, you can try other apps too but I recommend you those 2 since I've been using them for years and they're free with many brushes. You can use CLIPSTUDIO Paint on iPhone though (not sure about Android, never use it and not sure if it's free, but I don't think so ToT)
For laptops, hmm can't properly recommend you but many people use CLIPSTUDIO Paint, Photoshop, Krita, Mangastudio paint, and some others, don't know if they're free, I use my phone to draw

I use Photoshop, ArtRage, Krita, Illustrator, and some other options. and these art programs are compatible and works well with my 15,4" xppen artist 16 (2nd generation) display drawing tablet.
