I also didn't see an announcement and was wondering this. Seems to defeat the purpose of fast passes... The whole point was, ostensibly, to be simpler than Spirit Stones since it's always a 1:1 transaction...

Chapter costs:
14 coins or less = 1 Fast Pass
15 - 24 coins = 2 Fast Passes
25 - 30 coins = 3 Fast Passes
