why when i use browser i get 10 point while using APP get 1 Fast Pass? (Check-in, Vote Energy and Power Stone)
why the point cannot be use to open a locked chapter?

It's meant as a (misguided) incentive to use the app.
And the points are used in the points shop on the app (under profile > shop).
You can buy one FP every week for 2000 points. Or Profile Frames and Badges and stuff like that.
