As mentioned in another post, Webnovel has the English rights to translate as well since it is not an exclusive contract. Furthermore, Webnovel owns WW's translations of the 20 books they licensed WW to do. It is also why you see books like Rebirth Thief, The Charm of Soul Pets, Martial World not on Webnovel. If it's as you say that Webnovel 'ignores' licenses and simply steals, why aren't those books on here?

3) Under this agreement, both parties agree and verify that the copyrights of all of the first party's licensed literary work(s) and the second party's completed translation(s) of the literary work(s) belong to the first party. The first party has the liberty to make use of it as they wish and shall pay the second party [the stipulated] percentage (or dividend/royalty? No mention of/not sure if it's one-time or long-term) in accordance to the contract. The second party shall enjoy the rights to authorship as the literary work's translator.
4) The first party shall enjoy the copyright(s) to all of the second party's previously completed translation(s) of the literary work(s). The second party cannot claim rights to his/her previously completed translation(s) (or part(s) of his/her previously completed translation(s)), nor continue producing (creating?) on the foundation of the previously fully (or partially) translated work(s). Else, the copyright(s) of the henceforth produced work(s) shall wholly belong to the first party, and this shall not be restricted by whether this contract is terminated or not."
