The passes aren't about giving free chapters away, but about getting free advertisement, just like free coins were before. Guess what happens if there aren't enough readers to keep things profitable? Novels will get dropped left and right as nothing is earned by writing or translating.
People who aren't willing to pay won't suddenly pay because of restrictions, they just leave and move on, forever causing a lost source of advertisement. In that case, more free stuff could keep them around longer, at no cost, so they can tell others about what they liked. On the other hand, those that are willing to pay aren't obstructed from doing so with more free options. On the contrary, the free options could let them check novels they would have ignored otherwise, making sure the quality is good enough. They can then choose to unlock a novel without first having to pay to check if the quality dropped, as is the case with many novels.
