For months now the same person has been liking then liking the same post on the same story every couple days.
I have no idea why they would do this. It is starting to creep me out.

I think he means someone is liking and unliking a comment or review on a novel repeatedly? The author gets notified each time one of their comments or reviews is liked. So if someone unlikes and likes it repeatedly it would result in a bunch of repeat notifications.

It might be a bot? Did you check the persons account for comment activity or anything? I don't know if this website had bad bot problems or not, but I wouldn't be surprised if some bugged one designed to like things was broken.
