To paraphrase: how to prevent a book he/she likes from becoming premium.
And you don't seem to understand how the system works. WN doesn't decide if the work becomes premium. The author does. Here's how it happens for original works.
1. Work gets popular.
2. Author applies for a contract (or someone in WN staff notices the work)
3. WN inspects the work's statistics, think: "okay this might make us money"
4. WN offers the author a contract.
5. Author signs contract.
6. The work becomes contracted. There's a new gift option. And it gets featured often. BUT no chapter is locked YET.
7. When a specific word count is reached (often 100k), author has a choice to make it premium (i.e. subsequent chapters are locked)
8. At that point, the work goes premium.
So, if author doesn't want the work to become premium, they can simply say no to the contract, no need to jump through the hoops as you've described.
