RABBITICOL UK VAT applies on everything. The calculator you have is denominated in £. Elsewhere in Europe, it looked like Germany had the lowest threshold before applying it at €25. So country is very important.
Exchange rate to £ would be around £16. So symbols are also important.

If I am not wrong, you are talking about VAT refunds. It's a different thing. If I am not wrong, VAT applies on all goods and services irrespective of price.
RABBITICOL I guess my googling was too quick and dirty. I'm from the US, so when they got labeled as minimus, I got confused.
KoraL Yeah, it's VAT refund. Germany gives a VAT refund at goods worth 25. Also, VAT refunds only applies on goods. France does at 170 something. A few other countries give it at less than 25, too. And VAT refunds seem to be for people from outside the European Union since VAT is for people living in European Union.
