No matter what I do, I can't seem to get the right pacing for the novel that I'm writing. Most of the time, I think it's too slow, and sometimes, I think it's too fast. This problem subconsciously made me develop a habit of writing fillers. Too much fillers... Although said fillers have a great significance to the plot, but as a result, it made the overall story pretty bland. I think my flaw is that I focus too much in trying to build the world and characters that it made the novel lack in some parts.

What do you guys think I should do to balance things out?

    Why not plan the content for each chapter? Determine the start and the end you envisioned before filling it up. And take note of the word count you set so you will not fill it with just fillers.

    Kronoos outline. It may seem tedious, but actually isn't. Outlining is just listing an event sequence. Typically, in 3-act structure.

    Act 1 summary
    1. First step/event
    2. Second step/event...

    It can be just that. The idea is to use these as plot markers and help you judge the pace. If you find that step 1 was ticked of quicker than anticipated, you can then go back and revise. Hope that helps and makes sense.
