Yes considering I make reviews and rate how I see fit but it doesn't matter whether or not they are legit or not since it isn't a gonna scam you so just ignore if you want
Comments and collections are the only real thing you can use to judge this. I myself feel views are exaggerated to boost authors confidence. Ever notice how once you upload the views automatically go up by 100 or 500?
Either your viewers stay on webnovel 24/7 or that's just manipulated. Just my two cents

xenos_ scrapper bots, people who click your book and drop it after seeing the synopsis or cover and people who click it by mistake when they see an update (in desktop version to the bottom)
they all add to the views. That is why you feel like the views are inflated. moreover, the counter updates every 4 hours. meaning, the same person can give you a second view in the day if he opened your story after a gap of 4 hours.
This is not an exact interpretation but, you can get an idea
Check your dashboard "Valid Reads" to see the number of actual readers.
