Can someone please explain to me how I go about buying privileges so I can unlock chapters? I am using an iPad and I can’t find any button or icon to do this. I read the guide but that doesn’t help.

not all books have privilege. If you can't find privilege option that means that novel doesn't have any privilege yet. Try to check on other novels.
