I have started to write the novel, The Merchant of Death (System Nove) but for some reason, no one can vote for my novel. Please can someone fix this?

It's a manual process that is processed on a first-come queue basis by the content editors. So, there's no timeframe for full release.
I recommend you promote the hell out of the book via your personal social media accounts if you're wanting to entice new readers. And just focus on adding chapters, so by the time the book is fully released into the catalog to show up on ranks, readers have many chapters to get into.
