Sadly no. Webnovel in its infinite wisdom (read as: dumb as bricks) did not include any way to easily reorder chapters. Basically if you remove chapter 8 while 9, 10, 11 exist you're pretty much forced to republish those following chapters again to get chapter 8 back where it should be.

Hence why many authors never seem to remove old problematic chapters, just not viable if you have scores of chapters following it.
