You can see an hour on it: 13:28 and the day of the 3rd May 2013 is Saturday. So it should be on Saturday at 13:28.

More seriously, it seems we need to look for a time. If we start from the last two indices, we see that we have two 0 (six without a head and nine without a tail). Usually someone precise the time until seconds, so let's think this is the seconds. HH:MM:00.
Now we have coordinates. We can separate coordinates by degrees, minutes and seconds. The minutes are the part before an apostrophe. Here we have 09 minutes and 27 minutes. If we sum up the minutes, we have 27+9=36 minutes. HH:36:00
Now we have the navel of the earth, I don't know the exact reference, Wikipedia points to different locations and meaning, Google image points to even more locations.
