If you're looking for quality covers, then you have to pay for it. I suggest you get one from artists on fiverr
But if you want something roughly made and is for free, I could do it. Link me to your novel.

You migth want to try Adobe Spark. That is what I use. You wouldn't get the perfect cover which sell (unless you took better image from somewhere ask pininterest or google), but it is better than being empty. No design ability required.
You can’t get covers yet covers for free anymore.
You can pay a pro though if you want one or you can do what 98% of all original novels do; Google Images
