First time trying to publish a novel here. Why can't I publish when my email is already verified?

@WEBNOVEL_OFFICIAL I live in Brazil, to take the chinese Visa here all we need is a scheduled travel with hotel reservation or an invitation from someone who lives in China. The whole process takes about two weeks.
