givenbythegod Webnovel, Qidian are sites that belong to China Literature. As a publisher of a large library, it has the right to translate novels under them. The novel you mentioned is under another publisher, so Webnovel doesn't have the right to pick up non-Qidian books.
It's like asking Amazon to translate a Japanese novel :P

From what you've mentioned, the novel seems to be interesting. If you want someone to pick this up, you could try talking with Etvolare from Volare novels. This sounds like something she might find interesting. While other sites don't really pick novels up based on suggestions for the most part, you could still try.
