There is probably no consequences at all unless you're trying to make money off of the original author's story and plagiarizing his work.

      Sounds cool, but it wouldn't work since Qi doesn't own Naruto or it's characters. You could do it, but can't be for money and there will always be the chance Qi will one day tell all FF authors they can't use stories or characters from non Qi works.

      You could make a character exactly like Sasuke though for money. You just change the name, appearance, back story, and techniques he used. He could use fire, lightning, and eye techniques, but they can't be from Naruto.
