Since I read the kind of feedback you provided I'd argue that you could give a pretty clear picture even after one page.
Poor grammar, spelling errors, incorrect sentence structures, overall non-standard English, shaky handling of tenses as well as point if view. With a bit of luck (or bad luck depending on perspective) you could identify them all on the very first page. Now, since some authors start with a two page long infodump I'll agree with you about the entire first chapter.
Does that kind of language input have any value? Well, if I'm not reviewing I'm dropping a story with substandard English after a page or two, so here's one reader lost long before plot, characters and world are given a chance to shine.
