I had questions regarding the books that are eligible for the participation in WSA. Can a book which was published in Webnovel in 2021; that never participated in any contests, participate on WSA 2022? And even if it participated in writing prompt contests in 2021, can it participate in WSA 2022?

Generally yes as long as the author recreates the book from scratch and it wasn't a prior winner its not unheard of. But if you're asking if an already published book can be set to the contest setting... then no, hence why the author has to recreate the book and re-release the chapters.
