Previous 1 Fast pass were use to unlock 1 chapter but from last two days my auto unlock chapters are consuming 3 to 4 fastpass for every chapter. Is this an bug or webnovel is deliberately makeing it so that unaware people will spend more fastpass.

They did this without informing readers and it’s not a bug. They just can’t help making the app worse for readers and authors.
Yes I agree I used to read 1 chapter for each of my stories and spend a little time doing so now I can only buy 1/ night and it last like 5 minutes because some authors hook you in the beginning and now you hardly get any content per chapter or its filler. There's no point in continuing to read if it takes so much to unlock.
I feel your pain...i have same problem with stories i like to read...but i found an easy solution. Free e library where you dont need to register, no log in, you just open the book and reqd it there ;P
Also check out my stories they are all free and in my case the oposite is true in most cases...i start with short chapters and continue with longer

up to 14 coins = 1 FP
15 to 24 coins = 2 FPs
25 to 30 coins = 3 FPs
30+ coins = ???

Damn, first they decrease the exchange rate of coins vs real world cash and now this?
I may have to start looking for a cheaper alternative to read my stories...
