When i unlock a chapter with a fast pass is it forever unlocked (like if i buy it) or can it be relocked again, like the last time you locked free chaps?

Nobody says anything about rental? If you unlock a chapter with a fast pass it is unlocked. Forever.
But if you dont use a fast past than it will expire after 1 week.

Why coins? It depends how you use a fast pass but its worth one chapter. So if the chapter costs 16 coins you get a chap for 16 coins for free

I feel like they should have implemented the changes when privilaged rights ran out since to me i feel like i was scammed out of all the coins i saved to unlock privilaged status only to not be able to use it a week later due to not giving out coins but free passes which cant be used.

Skaz but for a person like me, I love to collect coins(rocks)...I will collect it until I find the right book and spend all of it for that book...for me it better before, because I will get for about 20~30 for a day and about 700~900 a month, it a torture to read it half way...I love to go all out for that one particular choosen books...so, it a waste if the pass will expire in that short time....it better if it 30days like before...it my opinion, everyone have their own opinion but I think I will see how it will be for the next year...have a nice day u alls....hihihihihi

This Fast Pass thing looks beter than receiving 10 coins, because I can choose 2 chapters. The only problem will be that I'll not be able to use it in the novels that I read.

You don't get coins anymore from reading, you get EXP instead. Basically, the only way to get free coins in the upgraded version is by inviting friends. Daily check-ins, voting with power stones, voting with energy stones will give you a Fast Pass each. Farming mode will give you points which you can only exchange with free or discount vouchers.

No not even daily check-ins, voting power stones and energy stones gets you coins anymore it's all gone. You only get fast pass from them. They've realized that people were getting enough coins from all the reading, voting and check-ins and have gradually lowered or taken away the ability to get coins, and they weren't getting enough people buying coins. Now the only way is to invite a friend and buying them. Which is what they want you to do is buy the coins. Also since the fast pass doesn't work on Privilege Chapters it pushes you to buy more coins to unlock the chapters after you just bought coins to unlock Privilege.
They have taken Capitalism to another level in the worst possible way.

Well. My fast pass was too fast for me to use. 
I earned it and within a nano second it vanished before my eyes. Guess it's back to using old fashioned coins.

Fast pass is just s*#t, everyone says so. But since they want to force us to pay in order to have coins, they continue with them and ignore the critics of everyone. So yeah, ty webnovel.
Before, we can earn 50SS by being active for 7days and we can use it to unlock a lot of chapters. But now, we can only received 1fast pass which only allows us to unlock 1 chapter. WTF 
This new update is worse than sh. We don't get free coins anymore and we can't unlock privileged chapter with free pass shs. It seems like Webnovel is forcing people to buy coins. And every chapter has a note from the author, to not read the chapter from other sites where it's free? I support authors but is webnovel giving people much of a choice? I can only read 3chapter a day with free passes anyways
