I check in, do both missions with power stones and thunder stones, and I only get 2 fast passes?
Is this a bug? Or did the amont of fast passes they give change?

Not a bug, if you use the app to log in the check in reward is randomized per day. Apparently checking in on the website still gives a dedicated fp.

Same reason as they made the single works. They hope you'll pick up books under those genres. With single work its very easy to miss an audience but genre... maybe a specific book might not tempt us, but that's not saying there's no books that could.
