It's best if you do publish free chapters when applying for contract because the editors want to check your work and if there's nothing, they'll reject your application.
Also you can only start locking chapters after 30k words, well that's recommended, but you can lock the second chapter after getting the contract (only the first chapter is restricted to having to be free). Of course if you do the latter, you won't get a lot of readers - it's why most lock between chapter 20-40.

Normally when I have writer's block on a specific story, I tend to start reading the story from chapter 1(prologue - depending on where you start your story). A lot of times while reading, I get a spark of inspiration that gets me back to writing.
Another thing is to maybe try writing random scenes out that aren't really relevant to your story. Eg. your mc and their love interest go on a movie date. (Write about the date, how they reacted, who asked who, what movie they watched etc.) I know it sounds dumb asking you to write something like this when you've got writer's block, but it may help get into your story again - especially if you write in 1st person, it can help you find your 'character's voice' if that makes sense.
You can also try looking at writing prompts, trying to see if they spark any creativity from reading them. Also reading other books in your book's genre (books similar to yours) may give you ideas.

It's fine if you upload once a week, you won't be breaching your contract. You probably won't get as many readers, but if you are uploading quality chapters and the story is good, I'm sure there will be readers that will be willing to stick around

Btw I'd recommend looking at some of your descriptions, because while they're done well, they make your writing feel a little stiff. You don't need to lessen them, more change the sentencing of how you describe something.
Also maybe break up some of your paragraphs to make them easier to read (and look less chunky). And be a little careful with grammar. You had have quite a few errors. (And while I get that English may not be your first language, you could use something like Grammarly to catch a lot of those errors)
