The story dev is bad.
World dev is bad.
Character and other char dev is bad
power system is bad
and many more
Is the Power ranking rigged?
It’s rigged. First couple of chapters people were already commenting they are dropping the novel and it was a lot of people
I think the translator promised extra chapters if the novel reached top 10 or something...
This is my theory
The facts that have been laid out to us:
Webnovel advertises themselves a lot, drawing in new readers
Newer readers are less used to Chinese webnovel thus finding most webnovels 'good'
Shadow Hack gets a lot of votes
Shadow Hack's author hasn't written any other translated work
I Eat Tomatoes, for example, is one of the most prolific writers of Chinese Webnovels, yet of the three novels has on this site, only Lord Xue Ying, a new novel, has managed to place in the top ten (ranked 10th). Seeking the Flying Sword Path is ranked number 37 and Swallowed Star places number 22.
If Qi wanted to rig the system, surely they would've placed any one of IET's novels first, instead of a novel by an unknown author. And you're not the first to express criticism towards Shadow Hack on these forums.
The vast majority of people on these forums express distaste towards Shadow Hack and even more so to its current ranking. So with Qi being faced with the vocal majority expressing distaste towards the current rank 1, what benefits do they get? None that I can think of.
If Lord Xue Ying was forcibly placed at rank 1, however, perhaps more people would enjoy, increasing their revenue etc. Basically, it'd make more sense for them to rig the system in favour of more popular authors overseas, not a new author.
As previously said, Webnovel draws in quite a few new readers. These new readers, unsure of what they've gotten themselves into, want to try out a webnovel to see what this is all about. Thus, they go to the power rankings and click on the most popular book. Because they've read less Chinese webnovels and are unaware of basic tropes, so they, eventually, develop a fondness towards that book. Qi's advertising brings in a lot of readers, so that means there are loads of readers who like this novel and place all their power stones on Shadow Hack, raising it to first place.
Well, that's my theory anyway
The ranking is fine; it's just people having shit tastes 
ShanRai I actually like this novel. So I give 1 stone each day. So there is only need of about 4000 to 5000 users like me. How you think is QI have only 5k users?
It's been proven that only immature people read fantasy, there is a study on that. So that would explain some of the behavior you see in this community, there is also a strong correlation between immaturity and stupidity.. something to chew on.
ShanRai simple... the translator is the ONLY translator that promise extra free chapter if shadow hack rank first... btw i also see that shadow hack rarely need to watch ads or 4 stones unlock... and you can just read it directly... this could be the reason too...
I myself vote all my stones to IRAS... since IRAS translator is the ONLY translator that read comment, reply, and give likes to reader... basically the only caring translator in this site...

ShanRai from what i found the translator said that if shadow hack is first in power ranking he will translate extra chapters, but the novel is not that good either to make readers comply and do that, so i find it fishy

I do not know, man, this cn is pure crap in my opinion, and I'll tell you all, I do not care about anything but an OP and efficient protagonist, and even so I can not read Shadow Hack.
Neverfire7 Well, people already read IET, why put it in the top one? Correct would be to put someone unknown and that no one would pay attention, just like the author of Shadow Hack.

TypeFantasyHeart Have you heard of God of Slaughter? The translator -sigma- offered 10 -TEN- extra chapters if GoS came in the top 5. That was at least two months ago and so far the most we've got was top 6. This "translator promised more chapters if they voted "is no justification for Shadow hack. Also, the LoHP translator also promised more chapters if LoHP returned to the top 1, but LoHP did not return to the top 1 yet.
