That's asking for a payment. Doesn't have to be monetary. People are required to give you something to receive something.
The powerstone vote system is not designed to work in the way you're intending for it. Because if everyone just used votes just to get a review, they'll see books ranking that people might not necessarily be reading. That could cause reader distrust, as they see patterns of books in the top vote ranks that don't match the view count.
Other ways to gain interest, could be swap reviews, Read for Reads, using the Mod's Monthly Promo thread, offering your book for those requesting your kind of story (example thread).
As I've said before, your intention is the right one. But ideally the vote system should be used for what it's intended.

I think you are a bit confused on fantasy. Reading that person synopsis, that is a fantasy story they are doing.
Fantasy is an unrealistic and mythical world that can have magic and/or people doing unrealistic things a normal, in real life person cannot do. Sometimes fantasy stories can have mythical creatures and sometimes they don’t. Fantasy is like a dream and imagination.
Sci-fi deals with advance technology and science, space, time travel, aliens or extraterrestrial life, etc.
In the person’s synopsis they talk about the MC getting transmigrated into a mythical world with a system; that is a fantasy story.

QueenRani6 Veronica is right. If you're asking power stones and reviews in exchange for reviews only, then readers are gonna become distrustful. Since your views are low, I'd suggest a review for review exchange only. Otherwise people are gonna think that you've used bots to increase your votes.
And regarding promotions, there's already a thread made by yue for this month's review exchange. We're not allowed to make a new thread for review exchanges.
I'd suggest you to go on webnovel discord to promote your book and gain genuine readers. Once you get readers, they'll review your book on their own and your views will increase too. Plus, most writers especially fantasy writers don't really like review exchanges. It's very easy for them to delete a review they don't like so your efforts will be in vain if they don't like your review.
